Free, top class public schools (lool at how parents get their children in to public schools abroad)
Free/subsidized public housing (don& #39;t get me started with the box type resettlement house)

World class public transport that gets you and your family around in no time (yes, Singapore is the gold standard - cheap bus and train lines)

Bike Lanes and Parks! - you don& #39;t need to spend if your family spends the entire day at the park.

37k sounds good if you are single and fresh out of college. 60k, with a family is barely sufficient. Loans will give you the lifeline until retirement. Ever wonder why middle class parents try to get their kids into Pisay? No tuition for 4 years!
