*Arlington ↓ its budget in 2010, & #39;12, and 13.
*Corpus Chrisi ↓ its budget in 2010, & #39;12, & #39;13, and & #39;16.

This is being done to punish Austin. But if it& #39;d been in place over the last decade, *many* other cities would have been affected. In fact, over the period analyzed (& #39;08-& #39;17), Austin didn& #39;t ↓ its police budget once.
