How - by ensuring police reforms and SOPs on dealing with rape and other sexual crimes, creating legislation which not just punishes offenders but also convicts them

3/conviction rate to go up requires in amendment to multiple laws. There should be education in schools to help kids learn about such issues and understand consequences of such crimes.

4/ castrate them at the first offence. Plant chips in such offenders even afterwards to ensure such criminals are tracked. Maintain a sex offenders registry. Any accomplice or protectors should also be castrated to ensure there are no elements to support such criminals.
5/ Please ensure a clear communication strategy is devised before presenting the draft bill and making it public. Be clear with words, semantics and nomenclature to ensure message reaches far and wide with decisive clarity.
