The GOI has no power to issue binding orders to States about Lockdown within States. Public Health is a subject in the State List. & #39;Preventing Inter State spread of infectious diseases& #39; is a subject in the Concurrent list. The Epidemic Diseases Act gives no such power to GOI

The Disaster Act enacted under the residuary entry of Union list can& #39;t be used to issue binding directions to States on Lockdowns for a pandemic when exclusive executive&Legislative power on Public Health is with States.States can refuse GOI& #39;s orders& decide their Lockdown policy
