there is a lot one could critique the who for, from bloated bureaucracy to the funding it receives from organizations with dubious agendas like gates& #39; foundation but many of the resisting nations of the world do seem to appreciate its existence & efforts

it seems to me that there is an ongoing power struggle over how the who should be operating ... the us decision to cut its govt funding is a sign its unhappy with its lack of unilateral leverage
