First of all let me clarify that on the 12th of April 2020, MOHE has updated their RM200 one-off subsidy where professional certificate such as ACCA & ICAEW will no longer be eligible to receive the one-off subsidy. This also applies to part time students.
My first question, why prof cert students are not eligible for this subsidy? If we are taking abt part time students, i maybe can understand as most of them might be working as well. However, on what basis, is the reason that prof cert students are excluded from this subsidy.
According to the statement above, “kursus professional yang bertaraf diploma ke atas yang diiktiraf oleh Kerajaan atau badan badan professional di Malaysia..” These arguments will resurface below.
MOHE have given a subtle statement in a phone call that ACCA is not a recognised course. Mind you, ACCA is also a registered course under the MIA. ACCA is also accredited by the MQA.
For further clarification, and for MOHE pegawai clarificarion, ACCA is not a certificate programme under diploma. ACCA is a professional certificate equates to a master degree
Prof cert courses are expensive courses. Reason being that they are managed by global professional bodies overseas. In ACCA and ICAEW’s case, that would be UK. And this means our exams are relatively expensive bcs these exams price are based on the currency.
And in this trying times, let’s not even mention how much one paper would have cost
However, even if ACCA is not all that, what is the main reason prof cert students are not eligible for this subsidy. It is not fair and just. Why omit professional students?

Update. I’ve called MOHE and they’ve asked me to email the pegawai in charge. So i’ll email her and let you guys know on any follow ups.
I’ve tried calling all 3 hotline numbers for MOF — pakej ransangan ekonomi, all three tak jawab. Will try again later.

Update! MOHE has replied to the email. The officer asked which institution I am from therefore this issue might only affect some universities. Will update when I receive another reply.
