There is no doubt that small businesses are being hit very hard. One of the things we& #39;re working on now is identifying what businesses we can start to open back up. We closed businesses b/c we did not want to overrun our hospitals. We didn& #39;t want to have to ration ventilators.

We wanted to make sure that every Ohioan who did get #COVID19 would have the best medical care and the best shot at coming out of this ok. Now we& #39;re in the process of figuring out how to reopen businesses while also assuring the public that businesses can operate safely.

Small business men and women have told me that they don& #39;t& #39; want to open back up if, in a few weeks, we have to close again.

So in this situation, we& #39;re trying to let businesses open back up, while not putting us at risk of having the whole healthcare system overwhelmed and then have to shut them down again. We& #39;re trying to get it right, but we understand this is very difficult for everyone out there.
