The section on local government meetings (Subchapter E) starts on page 56, line 26. It is clearly limited to the COVID-19 emergency, so these provisions are temporary, not permanent.
Paragraph (a) explicitly authorizes agencies (I& #39;ll use "agencies" generically throughout this thread to mean all of the listed entities) to hold remote meetings during the emergency. I believe this is already allowed, but clarity is always a good thing.
Paragraph (b) makes it clear that a physical quorum (i.e., a quorum all in the same room) is not needed. There MUST be a quorum participating remotely.
