As the surveillance structure expands, so, too, will the system of mass incarceration. Allegedly the cellphone data used to track the virus& #39; spread will be anonymized, but historically WE KNOW that emergency moments are used as a means of strengthening state powers.

We HAVE to decarcerate, it& #39;s literally a matter of life and death. Expanding imprisonable offenses will only further pack jails and facilitate the spread of the virus.
